In 1939, Mitsubishi Heavy Industries, Ltd. was considering seven sites for a new machine factory. A fervent drive to attract industries helped the company decide to build on the reclaimed land in the industrial port area. When the need for ships increased during the war, the Japanese navy issued direct orders to Mitsubishi to build a new factory to mass-produce warships. The factory was constructed before the landfill was completed.
